State Authority Needed: The estate tax is a state tax, not a municipal one. Therefore, the mayor must get the state government in Albany to pass these changes.
Alternative Taxes: While the mayor cannot unilaterally change estate taxes, he has warned of a potential 9.5% local property tax increase (a city-controllable revenue lever) if the state fails to pass his estate tax proposal.

Yes, and he fully knows this. So he can blame the property tax on the state for not letting him tax the rich.
Same with that nonsense about free bus fares. Hell I live in Trinidad 2,000 miles away and I know the Metro is controlled by the state not NYC.
Its a good thing. Let him localize the taxes, see what happens.

He's going to keep proposing these measures that he has no control over, but that's how he appeases the stupids when he implements the taxes h can. He gets to say he tried, and i'm sure he'll blame the failure on Republicans or racism or whatever boogeyman the liberals will fall for. All the while, he's looting them blind and by the time they've realized what's happening, they can't afford to leave NYC because their properties are worth less than they owe on their mortgages.

The Dem NY comptroller in the video isn’t against lowering the threshold for the estate tax. He’s against doing it only in NYC because “people are mobile”.
Translation: if people couldn’t escape the egregious tax, it’d be ok.
