Seems like we’ve had numerous examples in Europe of the Snackbar’s simply resorting to knives, machetes and the like and still managing to ably kill many.
Blame the guns but those motivated to kill are still going to find a way to kill.
Really the only thing mostly being impacted is the ability of those who could otherwise try and defend themselves.

The shooter did not possess a gun legally. More laws would changed nothing about this situation.

More laws could have helped, if they had put the animal down in 2016 instead of having him serve a few years with catch and release
