It’s basically an IQ issue.
The average IQ issue for many nations would be considered retarded or special needs in the US.

You have people here who are retarded living within a functioning economy and existing social structures. No one is asking them to build anything and by and large we accommodate them via social programs.
In those nations there is no functioning economy. There is no safety net. There is no existing infrastructure like roads and schools and electricity in many cases. So they’re put in a position where they are being asked to survive at a relative disadvantage to someone here and it just doesn’t work out very well particularly when people start fighting wars over scarce resources or religion.
