Commissioner Adam Silver informed the league's 30 general managers Thursday that the NBA plans to make anti-tanking rule changes for next season, sources told ESPN.

The league office's conversations with stakeholders from the board of governors, competition committee and GMs have been intensifying dialogue about combatting tanking -- including starting to propose potential concepts for changes in December during its meeting with owners.

Multiple sources with knowledge of Thursday's meeting as well as a late January competition committee meeting told ESPN that these concepts have been discussed to curb tanking:

First-round draft picks can be protected only for top-four or top-14-plus selections

Lottery odds freeze at the trade deadline or a later date

No longer allowing a team to pick in the top four in consecutive years and/or after consecutive bottom-three finishes

Teams can't pick in the top four the year after making conference finals

Lottery odds allocated based on two-year records

Lottery extended to include all play-in teams

Flatten odds for all lottery teams

This would just start a race to the bottom earlier

Best odds by winning percentage as soon as you are mathematically eliminated.

You play harder to prolong elimination that way you increase your chance for a better percentage.

How about just the most wins after you’re mathematically eliminated… it gives an advantage to the worst teams because they’ll have more time to rack up those wins

But that incentivizes you to tank earlier to be eliminated then start trying to win.

Flattening lottery odds for all teams could lead to more tanking from middle-of-the-pack teams. While a solution is needed, any change will likely have unintended consequences.

So teams can’t be just bad anymore? Pels fans know all too well you can lose games and not be tanking

You can, you’re just going to have to play harder to get a higher pick.

Very true. That's the problem. NBA teams are too smart and rational these days.

If Silver wants to solve tanking he needs to institute an IQ max of like 105 for all front office members

Doesn't MLB already do something similar? It's a start, but it feels more like desperation to have ignored this for years to get to where they are now.

I don’t even care about tanking. Do people really think it matters if your team finishes 10th in the conference or 14th?

As a fan, I’d much rather my team finish at or near the bottom with the hope of getting a good draft pick than being stuck on a mediocrity treadmill near 10th with little hope for a good draft pick and little hope of moving up the standings.

You’ll always have bad teams who finish last. Who cares if a few teams prefer that outcome?

Their fans don’t want to pay money to support that and no one wants to see them on tv
