So let me get this straight: the foreigner was late for his science class and the ticket inspector gave him a hard time about it, unnecessarily? Sounds like the ticket inspector is a racist. Germany would be smart to determine if there are other ticket inspectors who do their job, and throw them in prison preemptively in order to maintain a peaceful society.
