More likely they would phone in bets and have someone on the outside cashapp the money to the bookie. The inside person would be responsible for setting it all up, think posting lines, parlays, distributing the cashapp or payment methods, and controlling the action. Outside person would ensure payments sent and distribution of payouts to winners as well as pass along the lines and parlays. Sports betting is huge in jails and prisons.
