IF she's inferring "Atmospheric Aerosoling", Weather Modification, Geoengineering, "Weather. Is. Controlled" -- she is correct. They are official programs and mechanisms to A REAL THING.[/b] It's no secret but to reality-deniers.

Other than cloud seeding in dry areas I'm not familiar with any other ways of people trying to control the weather
