Forcible contact to the head and neck area of a defenseless player is textbook targeting and the refs just overturned it. Both players got hurt on the play too

Intent has nothing to do with the call when it's a defenseless player.

Just copy basketball, if it’s a hit to the head, whatever, it can be a penalty if you really want it to. If it’s obviously malicious like Vontaze Burfect or something, then it’s a flagrant and you can get ejected.

No the rule is-
there was no indicator- he didn't launch, he didn't crouch, there was no upward thrust, he didn't lower his head

the ref expert said it would be an easy call in favor of targeting.
after they said it wasn't targeting, the expert starts talking about the lack of an indicator

Forcible contact is an indicator unless they changed their mind on that too
