Portal period ends in 12 days and it's the only one now so the team should be settled well before August.

Players can enter the portal at certain points in time.
Players cannot just randomly withdraw from a university mid-semester and join a new one without endangering their eligibility (academic progress).

The portal period is NOT the deadline for schools to SIGN players. Schools can sign players up through the deadline to enroll in the fall semester.

If you're signing players in the portal past the first week of February, you're digging through the scraps. I suspect Billy will have the class tidied up by then.

There are a lot of waiver options but they would have to apply for one to be granted eligibility. To your point though, I agree it probably wouldn't stand up in court.

Last year, the initial portal opened on December 9, 2024. Kiffin signed Trey Wallace on January 19, 2025. That's well over a month later. And there will be no spring portal, so there are more players to analyze and host. This shite takes time.
Sometimes, players wait. Sometimes, players change their mind.
