Shot across the bow usually gets most ship captains attention enough to put the ship in park and allow boarding. I do not think the Captain and crew are excited about having a bunch of Navy Seals coming on board pissed off that the vessel did not stop and allow boarding. Not too concerned about Russia they are engaged in the conflict in Ukraine and financially scraped that getting into a pissing contest with the US Navy would not end well for them.
