who approved all these social programs being eligible for medicare/caid?

I thought the program was for the poor who were hospitalized. How did all these "feed the kids" and dozens of other programs qualify, and who qualified them?
Its a federal program, where did congress vote to have all these things apply for a program that was never intended to be used this way?
And then we find the bureaucracy within the states, many of them, dont even check when people are enrolled, heck one state audited found 45% of the people enrolled never even had their income checked.
And its not just this program, its small business adm, its everywhere.
When I look at the shat I had to go through when audited by the IRS, due to their fishing expedition, its infuriating.
Its a federal program, where did congress vote to have all these things apply for a program that was never intended to be used this way?

One hundred senators, 435 congressmen, one President, and nine Supreme Court justices equates to 545 human beings out of the 300 million are directly, legally, morally, and individually responsible for the domestic problems that plague this country.
When you fully grasp the plain truth that 545 people exercise the power of the federal government, then it must follow that what exists is what they want to exist.
Politicians are the only people in the world who create problems and then campaign against them.

Congressional Rep to constituents ratio is about 1:750,000.
The founders vision had it at around 1:50,000.
I'm thinking that thousands of us have no representation and we need to get that ratio back down.

I believe it came from the USDA during COVID and was funded by the CARES Act.

I see, so the same state bureaucracy that are ripping off the fed govt used CARES to ......rip off the federal govt.
If we had a DOJ worth its salt, we would be prosecuting the paper pushers in these state govts who are giving a wink and a nod and enrolling these folks. Its clowns similar to the mother daughter stuffing ballots in Georgia who won the medals of freedom, sued Guiliani, etc.
