The FBI was involved because the sanctions are US sanctions not International sanctions thus a violation of US law via the state department( who placed these sanctions)

NCIS has statutory rights to execute warrants. FBI agents are not going to conduct an offensive maritime operation to board a hostile freighter without assistance, they will partner with naval special warfare. You can read all about this operation next week when some seal publishes a book about it.
