This is potentially worse than the Monster Study. In that fiasco, the field was so new that researchers had no idea what they were doing was going to have the opposite effect from their intent. To the credit of the researchers, when they realized the impact they stopped the program, never published it and a couple of them spent their lives trying to reverse it (their involvement in it haunted them for the rest of their lives).
With this experiment though, there's already plenty of evidence to the contrary, so it moves from the realm of error through ignorance to being stubbornly evil.
