Democrats prevented voting on a true continuing resolution to continue funding the government at the most recently agreed upon funding levels.
A continuing resolution is not about new spending. That’s what full year appropriation bills are for.
By their legislative action to prevent senate voting (also known as the democratic process), the shutdown happened.
