No the pardon was never meant to be a blanket amnesty for unspecified crimes that the individual was never convicted of. Any previous court rulings that asserted this was the case are wrong and would likely be overturned by the supreme court if they were pressed on the issue.

I was pleasantly shocked when Ray Nagin was actually sentenced to prison in 2014. I have been waiting since then to feel that way. I don't even understand the point of investigations.
