Please explain this lib take of Trump lying about funding for WH Ballroom addition

Heard a new criticism last night I had not heard.
Trump and the donors are lying and not really paying for the renovation. Instead, taxpayers are really paying for it.
The evidence offered was Trump was suing for wrongdoing in 2020 election and that money when awarded will be what funds the renovation.
Ironically, the assumption of course acknowledges guilt in said lawsuit
Anyone else heard this argument?
Is this willfully unscrupulous mental math to arrive at this conclusion something the media is pushing, or just a convenient misinterpretation of inflammatory talking points?

So all of those contractors are going to do the work and wait until the end of the lawsuit to get paid? And then, of course, only get paid if Trump actually wins?

The much more logical issue here is that all the people donating stand to benefit from the donations. Google, Amazon, Apple all have law suits that Trump can have dismissed or settled.
