1st and 3rd, runner at first steals second early before pitcher comes set (like a force balk play)
Pitcher comes set and delivers. Ball is fouled off.
Does the runner have to go back to first?

As long as he reaches 2nd prior to delivery, I believe.

If they are established on 2nd before he begins his motion they stay. Anything else they go back
