It looks like an animation of some sorts. That, and how would they even capture that video unless there was someone already on the moon filming from 500 feet away?

I do find it hard to believe that a country that can’t manage to implement a functioning sewage system, along with robust levels of litter, is capable of accomplishing something like this.

While I agree it's hilarious they used Atari graphics to simulate it and showed it live, that's all that representation was supposed to be - a computer generated visual of it landing. It wasn't supposed to be "live video" that they were passing off as the actual landing. This was widely acknowledged at the time.
It's also widely acknowledged that they truly did land an unmanned lander where they claimed, even by our own space organizations like NASA and SpaceX
