Looks like most of the stores closed. Is this just the standard malls are dying in areas that are not wealthy?

You know what happened. Same thing that always happens when we try to have nice things in Democratic run areas.
ETA: Technically Bossier has a Republican Mayor, but there are no barricades on the Texas Street Bridge.

Same thing that happens to most Southern/Eastern cities and neighborhoods over time.
Its a shame too. The boardwalk was a nice concept, last time I went I felt like I was in a different country with different social norms.

Louisiana Boardwalk
It couldn’t compete with the Orange Properties and the player had to sell his hotels and houses before declaring bankruptcy for landing on New York Avenue with a Hotel.

I disagree in this case.
It went the way of shopping malls, and was exacerbated by poor management.

Was there 2 years ago. The restaurants were all packed for dinner. Only issue was the entire walk there and back was full of “youths”.

sure is, I met a black guy at the gym yesterday, he had an LSU shirt on and I struck up a conversation with him, turns out he was from Shreveport(lived in Bossier a while too,) he said he couldn't believe how trashy and ghetto Shreveport has become, said his mother still lives there and he tries to get her to move over here and get out of Shreveport and never go back

Its shocking to go back after a few years, it just continually keeps rotting.
When we were teens we would drive down "Cooper Road" and Sprague St just to see what trouble we could find. Those two areas have crept to take over much of the area.

no longer any lines of demarcation, ghetto has engulfed Shreveport

An away game at Booker T Washington used to be a scary experience, and now that pretty much comprises most of the city.
the folks out at Green Oaks didnt seem to be as abhorrent to visitors.

Many responses will try to make this out as a race thing but that does not have as much to do with it as they suggest.
One of the largest factors was increasing lease rates. I had several customers down there over the years and also knew the GM’s of two other businesses. They all told me the lease rates had gotten astronomical.
Second factor was same issue with malls. People started using it as a teenage day care. Parents drop their kids off unsupervised and come back hours later to pick them up. Unsupervised teenagers both black and white are going to act like typical teenagers and adults down their shopping or bringing their families to eat or catch a movie just don’t want to be around all that.
Third issue was that statistically there is a certain group within those teenagers that tend to cause issue at a higher rate. Definitely had an impact but overall I believe my first two points were the main factors overall that led to the decline of the Boardwalk.
