To help explain, I lived in SLC for several years. Beautiful place, God's country. 60 minutes from Park City and skiing after work. The LDS are wonderful people and believe in taking care of community.
Every so often, when waves of people leave California, they come and settle in Utah, land of the brave; free from government regulation. I lived there during once such wave in the '90s.
