I have a feeling he's a good ol' baw in the cattle business. He probably has no clue she was doing that.
My ex wife was doing the same with her new husband. She never changed her name, and was claiming as a single mom with zero income. Collecting child support from me, and also using the LA Purchase card (SNAP) to pay for all of her groceries. Free medical care too.

I know a couple who legally got divorced, husband lives in the "pool house" so they can get over $1K in SNAP.
