No one ever suggested that gangs don't exist. The issue was right wing media that occasionally claims that gangs have "taken over entire apartment complexes" or "taken over entire towns" or "taken over suburbs" and that US law enforcement no longer go to those apartments, subdivisions or towns and have ceded all authority.
It's the BS embellishment that gets pushback, not the issue of whether gangs or criminals exist.

Did you read your own story? The building was condemned due to repeated code violations and it was deemed uninhabitable due to infestation, water, heat and other violations. The residents denied that it was "taken over" by gangs. The landlord is blaming gangs for his slumlord deficiencies.
