Driving question?

Car A is on the interstate in the left lane. He has his blinker on to move into the right lane.
Car B is behind him on the left lane, but he decides to pass Car A on the right. He moves to pass on the right and blocks the lane keeping Car A from moving over into the right lane.

Why is there a fault? Are you implying there was an actual wreck? O/w there is no fault just an a-hole driver, Car B.
If there is a wreck then it's likely Car A is at fault since in the scenario you describe the lane wasn't clear when Car A moved into the lane. Blinker on doesn't matter it only announces your intent to get over it doesn't give you the "right of way".

Stay out of the left lane. If I was the last person on earth driving the interstate I would be in the right lane.

What if not on interstate. The left lane passing lane rules do not apply on signaled roads like Jefferson, College and Old Hammond.

This is interstate only. If you are driving too slow in the left lane you are ignorant or so ambivalent and selfish that you get passed on the right at the very first opportunity.

Untrue my friend.
If you are on Jefferson, North or any number of streets where drivers need to get into the left lane to turn left either into a business or a neighborhood, the rule cannot apply.
Drivers who need to turn left will be driving slow or even stopped in the left lane. Some fool who thinks the left-lane, right-lane rules apply will be in the left lane driving too fast and this leads to a rear end crash.

Maybe you aren’t aware the law excludes people turning or approaching their left hand turn? So obviously they would be traveling slower. I am still referring to the idiots that camp out in the left lane.
