I can’t imagine going to one, in addiction shooting up in a place like that seems like the last thing I’d want to do. I’d go get new rigs though

I’m fine with the federal government creating areas for the homeless, drug addicts and mental illness cases adjacent to major urban centers.
I would give them food, safe needles, drugs and basic housing, limited health treatments and sanitation. There would also be strong policing and a heavy push towards pathways for treatment and for religious groups to come for outreach.
But there would be walls and an agreement that if you enter willingly you legally cannot leave until and unless you complete a rehab program showing you’re off the drugs or have demonstrated that your mental illness has been treated.
In addition I would rain down hell on drug trade in urban areas outside those zones with draconian federal charges for those selling drugs and redirection programs for early stage addicts to try to cut down on new cases needing that type of help.
Objective advantages:
-removes vagrants from the streets
-lowers street crime
-drastically reduces the drug trade
-improves inner cities
-improves living conditions for addicts and the homeless
-reduces demand for other city services to address this population

I say build an enclave where the homeless have an unlimited supply of drugs. Eventually, they will all OD, but at least they won't be robbing, vandalizing and harassing the general public.
I have seen with my own eyes homeless people sleeping outside in the snow rather than a shelter, simply because the shelter requires them to be in by 8:00 and sober. Sorry, but people like that are just too far gone.

Mandatory federal sentences for drug dealers will absolutely impact outcomes when paired with drying up demand.
Providing free drugs is soaking up the demand side of the equation.
If you hammer the cartels and gangs with long prison terms you’re impacting supply side because fewer people will be interested in dealing when you’re looking at 20 to life and RICO charges for anyone involved including banks.

I had read a long time ago that DJT was kicking around a preliminary plan to put them in Obama and Joe's FEMA camps. The second part of the plan was to get them proper nutrition, medical care, and get them off of drugs. Those that are able to be returned to society would be given employment and housing assistance to get them started
Some are just mentally unable to be helped.
