I was told decades ago that the reason there are superfluous wars on fill-in-the-blank conditions (illiteracy, poverty, drugs, etc) is because the legislative foundations for Federal Taxation is "in times of war". And this is the reason there is always a presidential declaration of the continuance or a shift/change during the State of the Union address and is included in the written record voted into acceptance by the House (only Congress can declare wars).

Ever since hearing that I have paid attention to the actual content of the SotU addresses through both R and D presidents and it holds true. They each and every one specifically give a report to Congress on the status of the so-called war and a new declaration of war on something nebulous. Technically the USA is constantly in a state of war it just doesn't involve any tangible assets or military activity.
