What Crime did Tulsi accuse Obama of committing?

I really need to know this. I need the elements of the crime.

I loathe Obama. I think he's a communist. I think he deliberately divided the country so that he could bring in Marxism, and that he's too faux of an intellectual even to understand that he is a Marxist. He just thinks he's better than you and me. He's contemptible - and likely a criminal - but was Russia, Russia, Russia a crime?

I remain mystified about what is the criminal statute that exists that he violated by ordering fake intelligence. Is it obstruction of justice? Is it some kind of weird "classified documents" or information crime that only people with security clearances understand or know about? What is it?

If he, for years, was engaged in a cover-up of criminal activities, yes - statute of limitations wouldn't run on his smug arse. But I want to understand, because I want to make sure whatever it is, could ultimately stick.

I am doubt-free he ordered Brennan, et al to make up shite so that Trump would have a hard time during his first term, etc. I think when questioned, Brennan, Clapper, Comey, McCabe, the Lovers, Schiff, and the whole shite show lied about it, and in some cases perjured themselves about it. BUT were they lying bc it's embarassing that they made the whole thing up - or were they lying to conceal criminal conduct? IOW- what is the UNDERLYING crime, assuming those facts to be true, citation to the United States Code - that Obama committed.

If Bondi is just making up crimes, it's no different than "obstruction of a public proceeding" and conspiracy to abuse power, we hate you so we can charge you bullshite. So, someone who knows, let me know.

Russia, Russa, Russia enrages me. fricking Lois Lerner still enrages me. Obama spied on us and tried to justify it because he knew better. His smug arrogance is beyond infuriating. I want the Kenyan Messiah to pay. I want him in cuffs. But I also want to be able to win the fight we pick. Or just watch him demonstrate Executive Immunity, a defense Trump fought and won to have recognized, but that is not a bar to prosecution in the first place.

If anyone knows, please provide a citation, and elements. I need to understand.
