It means that now they've got to debate the issue, right? Kind of ridiculous though. Everyone agrees that abusing children is wrong. They shouldn't have to debate whether or not to pass a resolution trying to compel the court to release what they can.
He requested unanimous consent to pass the resolution (meaning without even voting on it) and also unanimous consent to do so without further debate. So depending on the specific objection I guess it means they either have to vote on it or debate on it, or both.
