Scammer keeps calling about the va benefits

Tried scamming my 91yr old father. Local number and it's a local person. Sheriff department won't do anything about it. A purple heart and a bronze star isn't good enough I guess

I'm getting one about Medicare open enrollment.
I tried ignoring the calls to no avail. I tried saying "no" when they ask if I have Part A and B. They say "sorry, you don't qualify" but then they call back anyway. I tried pretending to be interested but the live agent hangs up on me.
Not sure what their game is. I'm careful not to say "yes" so they aren't getting that. They aren't signing me up for anything so they're not scamming money. By now they know I'm not a sucker, so why waste their time?

I simply don't answer calls from unknown phone numbers, even if local. I have a voice mail if they want to leave one.

I don’t even understand spam calls. Who talks to them and furthermore who let’s them to you into something? I assumed everyone just hangs up on them

I don't answer a phone number I don't know, I block it a report it as spam.

I keep getting for Joyce. I’ve gotten 4 simultaneous calls for her along with multiple text messages.

That's a legit wrong number.
I got one once reminding a student about her exam. I replied and let them know it wasn't intended for me. They apologized and I told them no bother, I just didn't want the intended recipient to miss the message.
