When I was a kid it was unusual to have a Hispanic doing construction and nowadays it is unusual not to have basically the whole crew being Hispanic.

I noticed the change in BR around the time the Mall of Louisiana was being built. Lots of Texas contractors in the construction arena.

Time to start enforcing Alabama's e-verify system. And past time to punish the contractors that hire these illegals.

The clients (State and federal) need to exclusively state in their bid documents that ONLY U.S. citizens and legally authorized immigrant/alien workers may perform work on these projects. Until that verbiage is specifically included in the pre-bid project specifications contractors will have to use workers that may-or-may-not-be fully compliant in order to remain competitive during the bid phase.
We want very badly to land work and perform with a fully legal and compliant crew, but we find that we have to resort to using workers whose documents are suspicious (to say the least) in order to land work and compete in the market for construction. This includes municipal, state, and federal projects.
Until the hammer is dropped across the board this problem is going to continue. Easiest way to do it, I think, is to establish a date certain that specifically requires all workers to be US citizens or authorized, documented aliens from that point forward. E-Verify certainly didn't do shite due to it's legalese verbiage intentionally allowing it to be loosely interpreted and easily circumvented.

Pretty sure in some states illegals have already been found using E-verify with stolen identity data.
