He's had 14.5 sacks the past 3 years, which is about 12% of his total. He has also seen his snap counts drop and has been playing inside more in the past 3 years than he did the previous 11 years. So, it is only natural that his stats would take a hit, in addition to father time catching up.
Also, it is possible that he has been considering retiring, but the front office has convinced him to hang around, with limit snaps, a few more years because the cap is so f*ed

Now that they have "unofficial numbers" to account for those years where sacks were not tracked; I wonder if HoF considerations also include unofficial numbers, or do they still only compare official numbers.
For perspective: as you pointed out Cam has 121.5 career sacks. Officially he is 22nd and 1.5 sacks from being tied for 20th. However, when looking at the unofficial list he is 31st and is .5 sacks from being tied for 30th. He would need 11 sacks to jump to 20 on the unofficial list (obviously will not happen)

Even more impressive since he started with like 1 sack his rookie season. Then as I said the last 3 years been kind of a waste. 3-4 injury free lost years and still has those numbers.
With being known as a great run defender morso than pass he was absolutely getting in maybe not immediately but one day for sure. Plus he’s gonna have a long tv career to help himself in media too.
