The owner of the Fair Grounds Race Course and Slots is in "active discussions" with state officials to ensure that the upcoming horse racing season will proceed on schedule, a company spokesperson said Friday.

Churchill Downs Inc., which has owned the historic racetrack for the past two decades, had asked the Louisiana State Racing Commission earlier this week to call an emergency meeting so that it could relinquish its operator's license after the company failed to secure a public subsidy from state legislators.

However, Churchill now appears to have backed off that threat, at least in terms of ensuring the forthcoming racing season, according to industry sources familiar with the situation.

"We are engaged in active discussions in the hopes of a favorable resolution for all stakeholders," Tonya Abeln, a Churchill spokesperson, said via text on Friday.

It's all posturing. Churchill got overly greedy, and now they are going to backpedal.

The question becomes does Boyd want another New Orleans property. They own the Treasure Chest and Amelia Belle. The Fairgrounds OTB racinos would operate in the shadow of those properties.

All the Fairgrounds had to do was get Gayle Benson to agree to feign interest in obtaining the Fairgrounds and the racing license. Add to that getting the New Orleans City Council to threaten to designate the site as an historic site where it could only be sold if the buyer agreed to keep it as a race track. After that, Churchill Downs knew they were f*cked.

Churchill Downs said Historical Horse Racing slots represent 46% of annual revenue and 74% of after tax profits in Louisiana.

But HHR wasn't even legal in Louisiana until 2021. So they operated just fine from 2004-2020 without it?

If one format is producing that much profit for a casino, maybe it's not fair to the public.

I was listening to the radio yesterday and the host and a gaming expert guest were trying to explain HHR. Basically, it’s become one of the Fairgrounds most profitable machines. And, because it isn’t classified as a "slot machine,“ the Fairgrounds was the only place in the city that could have them. However, according to the gaming expert on the radio, the state passed a law last year allowing other venues that have video poker and slot machines to have these HHR machines. As a result, according to the Fairgrounds, they were going to suffer something like a 45% drop in revenues having to compete with these other venues.

In any event, I had no idea what an HHR machine was as I haven’t been gambling in quite a while. So I looked it up. It looks a lot like a slot machine with just a bonus round. To be honest, I don’t get why it’s treated any differently than a slot machine.

In any event, here’s a video explaining it...

What's the point of betting on something that has already happened? How would this be different than betting on last year's football games?

I understand that for the business it is all about revenue generation, but what type of person bets on this stuff?

It’s an anonymous presentation. So you don’t know who actually won

The whole deal sounded like an attempt to shake down the state.

If anyone knows how to recognize a shakedown, it is Louisiana

The winter track that Churchill is most interested in seeing succeed is Turfway Park, not Fair Grounds Churchill is pushing hard for a viable year round circuit in Kentucky. Meanwhile, they don’t spend a dime on improving the FG facility or turf course unless compelled to.
