It's already legal in Texas as long as the federal tax is paid. They have to follow the federal law just like any other state in the USA.
For example:

I thought all of this fell under federal law. What Texas law is currently preventing ownership of sawed-off shotgun AR-47's in 5.56?
From what I'm reading, SBR AR-15's are already legal as long as the purchaser goes through the federal tax stamp process.

Not really. Nobody calls SBRs “sawed off shotguns” unless they are in fact sawed off shotguns.
The law is clear, it’s the article that has no idea how to accurately portray this (media somehow hasn’t figured out pretty easily-understood firearm nuances depsite decades of hyperventilating about firearms).

The article is a mess. Maybe there is a distinct term in Texas law where "short barreled firearm" means "short barreled shotgun" and doesn't match the Federal definition of an SBR, but I doubt it.

I think what this bill does is remove the State penalties i.e., if the Feds don’t get you, they can’t lean on a local prosecutor to go after you with a state law.
