Morales Ángeles told reporters: "The entire maneuver the ship made, from leaving the dock to the moment of the collision, was under the control of the pilot." He added that the harbor pilot decides how the maneuver is carried out "and what resources will be used to assist," Mexican outlet ABC Noticias reported.
During the press conference, Morales Ángeles acknowledged that the pilot of the vessel had only 80 to 90 seconds to avoid the impact, adding that it was currently impossible to determine whether they took appropriate measures to avoid the collision.

Pilot's attorney disputes these clames
quote:
“The pilot on the ship doesn’t know what caused the ship to be rapidly accelerating in a backward direction,” James Mercante, the pilot’s lawyer, told NewsNation in an exclusive interview.
Mercante said that the instructions that the pilot was giving to the ship’s captain were designed to get the ship going in the direction it was intended to go, which was to get the ship to west toward New York Harbor before it was set to depart for sea.

However, Mercante said that the ship may have been stuck in reverse at the time of the crash, but that the pilot was commanding the ship’s captain to keep moving full speed ahead.
That detail is among those that investigators with the NTSB are currently looking into. Mercante also told NewsNation that the ship did not lose propulsion and that the current of the river was not strong as some reports have suggested.
I know the OT loves river boat Pilots.

Who is in command when a pilot comes on board? The captain or the pilot?

It's not a sailboat It's a tall ship, and the local Pilot is ultimately responsible for safe passage thru harbor waters.

Well then the fault starts with the Pilot and go from there.

Full speed ahead, nope, I wouldn't guess that's what was said. Or heard, or just ignored.

Mexican Navy is literally an oxymoron.

Captain is ultimately responsible. Pilots are onboard for their local knowledge. Pilots rarely drive, mostly stand there giving points and headings.

This is just the Mexican Navy positioning themselves for the coming legal fight. The pilot is not responsible for what happened.
A pilot has the legal responsibility to guide the crew properly in handling the vessel, but the Captain has ultimate responsibility for the vessel in entirety. Technically, he Captain can override the pilot's advice but this is rare.
Although the investigation has not been completed, it is clear that the vessel engines were directed in reverse when they should have been directed forward. This is either a mechanical fault (likely) or the fault of the engineering crew.
Let's keep the two young people who lost their lives in our thoughts as well as their families and friends.

Yeah. I also wonder how bad the others were injured. I mean you had a lot of dudes tied up high when that thing hit the bridge.

What I din’t understand is once they realized they were in trouble why didn’t they call for everyone to get down?

the "pilot" scam is unreal.
When I was in marine transport, we required pilots in certain areas who were less experienced than the ships master.
Its a scam.

They were in a display position as a photo opp as they were leaving the dock that probably took an hour to set up climbing up the masts and out. It happened quickly,
THe pilot does have complete command of the ship while on board but cannot be responsible for a mechanical failure which caused the ship to lose steering control and led the ship to accelerate backwards.
