I sincerely believe that every declarative statement made by any member on one of these panels should be made under the penalty of perjury.

And ANY aspersion wrt the character of a witness should be given ample time for rebuttal - taken from the total time allocated to that 'side of the aisle' - if they waste all their time because of time required to address false accusations and/or incorrect factual statements, then too f'n bad. Do better next time.
