At least when Kristi Noem does these types of videos, she's not actually pretending like she is arresting the criminals... she sits back and observes other people arresting the criminals

I have no problem with her squeezing in a photo op when US Marshals take down a known, violent gang leader on her turf. To her credit, she took no credit and offered praise only to those involved in the apprehension leading up to and during the arrest.
