I don’t know why you’d think that as the blow up in the Oval Office had nothing to do with the mineral deal.
It had to do with Vance saying they never tried diplomacy only for Z to fact check him so hard that Vance had to call him disrespectful since he had no actual response.
It’s like you guys forgot that Z was actually the first one to propose the mineral deal last year.

my guess is they use pens on the already prepared documents they had in place the other day.
