NO passport agency in canal place office buildings was like 90% black women when my ex worked there. She had some amazing stories

That's part of what I was trying to get at. "The government" is a pretty broad term.

Not really, is it?

It encompasses a wide swath of examples, but that doesn't make it a broad term. It can't mean a bunch of different things.

Dogs are the species with the most breeds of any animal, but there's no confusion about whether any particular animal is a dog or not.

The preferential hiring for black women cuts across state, local, federal, and county lines IME.

Based on my experience with federal employees, I would think it is appropriate to say "college degree" as most of them get theirs from diploma mills.

I'd like to see the actual degrees being cited and where they are from and under what circumstances they were earned.

IME black women are much more likely to have a "degree" than they are to have a degree.

And you can tell the ones with the "degrees" usually without ever meeting them. They are the ones who have five of them.
