How many MOABs would it take to flatten Gaza?

The blast radius of a MOAB (Massive Ordnance Air Blast) is approximately 1.6 kilometers, for an area of 8.0 sq. km.
Gaza is 365 sq. km.
So 46 would do the trick. Seems easy enough.
