Okay, these don’t seem to be “arrests” in the vernacular sense, nor was this a “round-up”.
They are placing detainers (warrants/holds) to keep those who are in jail from being released to the street. They will then need to be contacted by the local authorities (or show up on the release date) to pick them up from the jail and deport them.
This article is intentionally misleading.
