100 years in the rear view mirror yes. But his method of public assistance still worked back then because everyone was eager to contribute to society. Nowadays it is the opposite.
The CCC and WPA built the majority of the infrastructure we still use today.
LBJ was much worse in that he ushered in the entitlements for nothing but votes that we are still stuck in today.
