We were told there was no issue with legal immigration and people wanted more of a merit-based system (Which HB1 mimics).
In fact, Trump himself tried to implement this sort of immigration system in his last admin, and he's being advised by people like Elon, Vivek, and Sachs (2 immigrants and the son of an immigrant).

The purpose of H1-B visa was to for the country to address skilled labor shortages. In reality, we dont have a skilled labor shortage in tech, we have companies that want cheap foreign labor.
