Homeless camps in unpopulated areas.

Let's establish homeless camps in unpopulated areas around the country. Like a mix between insane asylums and indian reservations. They can operate a community with oversight from the federal government. They will be taught skills and have to provide for their community. Good idea? or crime against humanity.

Well yea, i guess it's also a little like prison too. They can't leave for x amount of years. Depending on their sentence.
