Power gets shut off when there's high winds so that broken poles and live lines don't start wildfires.

Combine this with the Washington state stuff, implying someone was poking around in their IT system, and it’s as if they not only think she will lose but are trying to claim Trump cheated to win by winning states she should get easily.
