Using tariffs as a 'bargaining chip' is about as effective as a mugger coming up, pointing a gun and saying "I'm not going to shoot you, his gun is unloaded, but you should give me your wallet'

BS. Trump will walk out of any negotiation at anytime. That's one of his rules in Art of the deal. If he says he'll enact a tarrif, he will do it. That's why foreign leaders act the way they do around him. They know he does what he says, and are pleasantly relieved because he doesn't play stupid games.
