Fact:
Rumors about FEMA turning away donations, stopping trucks or vehicles with donations, and seizing supplies often spread after a disaster. These are all false.
FEMA does not take donations and/or food from survivors or voluntary organizations. Donations of food, water, or other goods are handled by voluntary agencies who specialize in storing, sorting, cleaning, and distributing donated items.
FEMA does not conduct vehicle stops or handle road closures with armed guards -- those are done by local law enforcement.

I don't think FEMA puts a lot of boots on the ground. They're supposed to be coordinators and a piggy bank. I never saw FEMA roadblocks or FEMA dumptrucks after Michael, those all come from a mix of private and public organizations. The only FEMA people I saw had a clipboard and they left as soon as I told them my income.
That doesn't mean the local authorities aren't doing the stuff claimed, and they may very well be acting under FEMA "suggestions".
ETA The case of the shitheads who told a helicopter pilot he'd be arrested if he went back to get a person was some local Fire Chief or something similar according to the stranded victim's wife. People LOVE to flex their authority during times like these, and they don't all belong to FEMA.

After Katrina I had equipment rented out to FEMAa total of 8 months to store supplies that were for the jackboots so I know they do exist in working together
