45hp at PTO should be fine to run a 7' bush hog.
My Deere is 70hp and that's what I have.
ETA: Heavier duty bush hogs will need more HP.
Woods Rotary cutter
One more edit.
Looks like you could run an 8ft dual spindle as well.
Woods MDS8.50
Pretty expensive though (10K)

You can generally figure on 6-7 PTO Hp per foot of mower. Keep in mind it's usually not a good thing to have an implement sticking out past the rear tires, on that tractor I'd run a 6ft if you have heavy cutting and maybe a 7 for pasture clipping.

I have a L4600 and I run a 6 ft. You should be fine with a 7 ft.

There's more to it than simply plugging in numbers to be honest.. If I had that tractor mowing what I mow I'd go as big as I could because I have known fields that only have grass in them. If I was going to be actually clearing small brush I'd go much smaller...
I had a 5' on a 26hp Kubota and it was great. I also had an 8' on a 35hp John Deere and it was good as well.

Tough to explain bat wings if that’s the case

Definitely buy a 50hp over a 25hp if you plan to bushhog. Acreage amount would help as well as what else you need a tractor for?
A 100hp with a 20ft bat wing will cut 10 acres much faster.

Cutting at least 20-25 acres of pasture land and food plots. Some very slight elevations not much. Some little rough terrain not bad though

You need a bigger tractor for 20 acres.
