Why are they labeling Hurricane Debbie as "Historic?"

It's a Category 1 hurricane and they keep calling this "Historic" - Why?

Because there is a very good chance that Savannah and Charleston receive 1,000 year floods
Remember, Hurricane Harvey did all of its damage to Houston as a Tropical Storm. Just like how Debby is projected to, it stalled out and dumped rain en masse
