Can Biden now arrest all MAGA supporters

Let’s pretend Biden says all MAGA supporters are a threat to the Democracy, can he have us arrested and be immune from retribution if he declares it an official act within his presidential duties?
Is every presidential action going forward going to be scrutinized by the courts as to whether they can be considered officials acts or not?

We have already witnessed the Stalinization of the DOJ, many justices, FBI, and other agencies. Trump is our only hope to deal with these rats.

The federal agents he orders to do it would theoretically not be operating under immunity and would be obligated to refuse the order. We've seen how that actually plays out though

If he hasn't already said that he has come close.
But saying that is not the same as actually arresting people simply due to who they support for President.
I genuinely do not know if arresting people on federal charges is something the President can do.
If he does have that power then is it an official act to do so on the basis of who a person supports for President? I am almost certain that such an arrest is not an official act. But could be wrong.
