One is a top10 QB when healthy, and the other is a top3 QB when healthy. Burrow has more risk to miss games with that OL, but higher reward when he plays. Tua may miss less, but is one concussion away from being Aikmaned, and when he is healthy is top10, but not on Burrow's level.
