Lets say you purchased key fobs for your ride off Amazon

and whomever is programing them cannot get them to program. Would you be upset if you're handed a bill for labor ($90) even though the fobs could not be programed?

They still performed the labor.
You bought shite key fobs

Did they tell you upfront they may not work? If so, tough titties. If not, then your anger is justfied somewhat.

Now you know why the dealership want's $500 for the key fobs...

I wouldn't have purchased them off Amazon.
You can buy the fob and have them programed at Batteries Plus for about that much and don't need to worry about getting screwed.

I just paid $580 for one, from a locksmith since there is no dealer in town.

Did you try to DIY program it ? .. about 6 months ago bought 2 fobs off Amazon for an 05 4Runner.. watched a youtube video, bunch open the door, shut the door, hit this button etc sequence.. thought no way it was going to work.. I was incorrect and now have 2 working fobs for $20

I am not the purchaser. A customer came to our Service Dept and threw a hissy-fit when they were charged for the labor.

If they supplied the fobs, and couldn't program them, yes I'd be upset.
If you supplied the fobs, and they couldn't program them, your displeasure should be directed towards whomever sold you the fobs...

I would be more upset that I didn’t watch YouTube and just program them myself.

They did not
The labor that was agreed upon at a certain price was labor that brought the fobs to a working condition. if the fobs are not brought to a working condition, then the agreed upon labor has not been performed

Saw this guy on YouTube
Not sure if his product is as good as he claims...but looks legit and may be worth a try if you need a Fob.

Why is it the dealer's fault the aftermarket/used/whatever, shite fobs, wouldn't program?
His employee spent billable time trying to make the shite work.
*A lot of dealers wouldn't even try. Buy from them or adios. For the above reason.
